The No Hate Speech Movement - a youth campaign of the Council of Europe for human rights online - has published a revised manual for combating hate speech online through human rights education. The manual aims to contribute reducing the levels of acceptance of hate speech and to develop online youth participation and citizenship, including in Internet governance processes.
Bookmark firstly explains the campaign itself and then concentrates on tackling hate speech online. Bookmarks is useful for educators wanting to address hate speech online from a human rights perspective, both inside and outside the formal education system. The manual is designed for working with learners aged 13 to 18 but the activities can be adapted to other age ranges.
The manual reinforces its campaign against online hate speech by including a human rights perspective. Among the topics dealt with in the publication, there is an explicit reference to human rights, freedom of expression, racism and discrimination, internet literacy and cyberbullying.
Useful summaries of the most important international human rights documents such as the Universal Declaration of Human Rights and the European Convention on Human Rights and its protocols are provided in the appendix.
