On the basis of the interviews, the report makes 10 conclusions and 10 recommendations to EU institutions, especially to the European Commission that is engaged in outlining measures to tackle SLAPPs; the recommendations focus on the inclusion of newsroom and press publishers in the scope of the promised EU Directive, and on the necessity of having harmonized rules and definitions, beside an early dismissal of cases.

Further recommendations include the need to protect investigative journalism, to limit forum shopping and to promote the creation of an EU database.

To tackle SLAPPs, a limit to reputational damages is also able to deter from the abuse of such lawsuits.
