Almost one hundred and eighty journalists, media owners, members of media regulatory bodies, experts, public officials, diplomats and other key stakeholders were consulted during the field research for this report. This study provides a systematic situation analysis concerning four components identified by the European Commission as priorities and presents options for activities that would have a long-term impact on the media landscapes in the region.
The set of four priorities includes the improvement of the performance of public sector broadcasters; the strengthening of self-regulation; the assessment of judicial practices in freedom of expression; and the introduction of an EU award for investigative journalism in the South-East Europe IPA region.
For each of these priorities, problems are identified in the report and recommendations for future support actions across the region are defined. A large number of potential contributors to the implementation of the regional support strategy are suggested in this study. Evidently, the efforts of such institutions and organisations need to be harmonised in order to be effective. Therefore, the EC should consider establishing a permanent coordination board for the implementation of the support portfolio.
